@benjojo I assume the latter. Some countries recognize the Sovereign Military Order of Malta as a "country" or at least accept the issued passports. But afaik it doesn't has a ISO country code so you probably need to do some shenanigans on IT systems I guess. Not sure tho if that is related at all. Just tried to point out that there are situations where passports are issued by weird entities
